Wet hands before starting COF

I've been recently in a Handgun Match shot in my region. Three stages required the competitor to start the COF with both hands submerged up to the wrists in a barrel full of water, and at the signal you had to take the gun from table. Each stage required one of the supporting hands possible, first, the weak hand, then the string hand, ant finally both hands freely.

My question is, if having the hands wet before touching the gun does not represent a security issue. Of course that there is no specific rule that prohibits that, but how can we use common sense in that situations? Would you allow this in a Level 3 Match?
